IRISH NATIONALISTS IN AMERICA.

The New York Herald of October 27 gives prominence to what it designates as a new departure on the part of the extreme Irish Nationalists m America, having for its object an alliance with Mr. Parnell. It appears that three weeks since a so-called Fenian Convention was called, with the intention of restoring James Stephens, the ex-Fenian head centre, to the supreme control of that movement. All the more prominent Irish Nationalists however, including Condon, who was recently discharged from Portland Prison refused to attend, and these now represented that the Fenian brotherhood is dead, and of no account. They are forming an alliance with Mr. Parnell and the advance section of the Home Rule party, m order to obtain possession of the Parliamentary representation of Ireland and of the local public bodies. In this manner they believe they could gain a prominence for the Irish question before the world that no mere conspiracy or attempt at insurrection could obtain for it. While kee ping before their eyes as their ultimate aim the liberation of Ireland from English rule by physical means, they would pursue a policy of peace iv Ireland, and m case of a foreign war they and the organised element all over the world would assist m every way England's foes. The conditions of alliance with Mr. Parnell are that he should give up and throw overboard Mr. Butt's fedral arrangements, and work energetically on Irish questions affecting the wellbeing of the people, but particularly the land question. A telegram marking these proposals were forwarded to Mr. Parnell on October 25.
