THE WATER SCHEME.
To the Editor of the Evening Herald. Sir,— The telegram which appeared m your paper, a few days ago, ■ from Captain Porter, Mayor of this Town,, stating that Messrs Morrin, Black and Co., of Auckland, will undertake the Water Works for Gisborne, has filled a large section of the community with astonishment not to say alarm ! By what right pray has his Worship the Mayor to undertake the execution of important works such as these referred to without authority from the ratepayers. If the work required to be done is of such tremendous magnitude as to be out of the power of local talent of all sorts to execute, then if is clearly of such stupendous size as to be out of the power of ratepayers to find money for. — I am, &c, Skilful James, [The Municipal Act does not require that the Council shall consult the ratepayers, and a very good thing it is so or we shouldn't get water probably for years. Captain Porter will not act without the Council, and the Council will not act without due consideration. — Editor.]
