Newa is to hand from Central Asia that the Russian force is advancing from Turkestan towards PonJ Deb, a town on the river Murghab, about fifty miles to the south of the present Afghan frontier lino. In consequence of this step Sir Peter Lnmsden and the British members of the Anglo-Rrissian Commission have retired from Tarnkho to Herat, fearing that a collision will take place between the Afghans and Russians, owing to the encroachment of the latter On Afghan territory. BERLIN, February 22. The European Conference has agreed Air the neutrality of the Congo River, -u'he Conference will close on Thursday next.
