In the Chamber to-day, Mr.Ohallemel Loconr, Minister for Foreign Affairs, stated in reply to. a question regarding the Anglo-French difficulty at Taraatave that the French Government would act with justice and make due reparation if it was found the commander of ! the French squadron in Malagasy waters had committed an error in dealing with British authorities at Tamatave. LONDON, July 17. Tenders for the NeV South Wales 4 per cent, three million loan, with a minimum of par, were opened to-day. The total amount offered was found to be £3,140,000. Tenders at par will receive 95 per cent, of the allotment and tenders above par will receive in foil. (Received July 18, 1 p.m.) July 17, evening. In the House of Lords to-day, the Earl of Granville in reply to a question stated that the Government had found it impossible to make better conditions in the agreement for the construction of the second canal owing to the position of the Count de Lesseps and the rights of shareholders in the existing company. Still, bis Lordship added, Government were not prepared to admit that De Lesseps possessed a monopoly in connection with the construction of canals through the Isthmus of Suez. AUSTRALIAN. The Ministry have adopted e memorandum on the question of the annexation of New Guinea to be transmitted to the Secretory of State and all the Colonies. The document suggests that in the first place a joint representation should be made by all the Colonies to the Imperial Government urging further consideration of the question, and a final decision in regard to New Guinea, It is farther proposed that the Home Government should be invited to move in the direction of providing federal Government for Australasia.
