THE West Coast Commissioner having been informed that attempts are being made to obtain Leases from the Native owners of Reserves within the Confiscated Territory, thinks it desirable to call attention to the provisions of “The West Coast Settlements Reserves Act, 1881” (No. 19), by which it will be seen that all such transactions not conducted through the Trustee appointed tinder the Act and in the manner therein directed, will be null and void. Also, that in regard of existing or reputed Leases entered into before the passing of “The Confiscated Lands Inquiry and Maori Prisoners’ Trials Act,” 3 9th December, 1879, power is given to the West Coast Commissioner to confirm such lastly-mentioned Leases under the circumstances prescribed by the said Act of 1881, but not any Leases entered into subsequently to 19th December, 1879. Any attempts to negotiate Leases contrary to the provisions of the said Act, will confer no priority or advantage on the persons making the same. The trustee for the management of the Reserves within the Confiscated Territory has now been appointed by the Government, and will very shortly enter upon his duties in the district, when steps will be taken to submit Leases of portions of the Reserves to public competition. As regards Leases existing, or reported so to have been, before 19th December, 1879, the West Coast Commissioner will immediately after the issue of the Crown Grants of the Reserves, which have already been referred to His Excellency the Governor, appoint times and places when he will be prepared to investigate and decide on any such Leases, with a view to their confirmation or otherwise, under the Act of 1881.
