Political Address.

To the Ratepayers of the Borough of Patea, — Permit me respectfully to inform you that 1 am a Candidate for the office of Mayor of the New Borough of Patea. Should you honor me with your confidence on this occasion, as you have so often done in the past when appealing to you on public matters, I will spare no effort to deserve this further mark of your good-will. My reason for not addressing you earlier is that it appeared undesirable to treat the new municipality as an accomplished fact until the time had expired for lodging legal objections. That date has just expired, and I take the earliest opportunity of placing myself before the ratepayers. In this candidature I solicit j r our confidence in two capacities : first as Mayor of the Borough ; and secondly as representative of the Borough Council on the Harbor Board. It will be for you to say whether my return to a seat on that Board will be for the public advantage ; for it ought to be kept in view that the successful prosecution of harbor works, and the proper utilisation of the available resources, are as much a municipal interest as any local work can be. My return to that Board may also be regarded as an expression of your opinion on the moans adopted for displacing mo from that body. As to the municipal work which has to be first taken in hand, there will be important details to organise for the smooth working of the Borough Council under new and extended powers. A scheme of local public works will need to be carefully elaborated, with a proper regard to the financial resources of the Borough; and you will be aware that certain important works for improving the streets, promoting a better sanitary condition, providing for the urgent wants of a growing population, and developing the municipal estate, have been under my consideration for some time. My scheme is one which can be best explained as a whole ; and I will take an early opportunity of addressing you in public meeting on the general prospects of the Borough. I have the honor to be
