CLOSING the AFGHAN CAMPAIGN. CHANGE OF POLICY. Calcutta, 22nd. The Viceroy, in accordance with the new policy of the Liberal-party in England, has been officially instructed to close the campaign in Afghanistan with the least possible delay. It is, however, considered doubtful whether this can be at once accomplished, owing to the hostile tribes continuing their desultory fighting. Their opposition, however, is not of a, yery serious cliaz-scter. AFFAIRS AT THE CAPE. Capetown, 22nd. It is officially announced that : Sir Bartle Frere has consented to remain as Governor and High Commissioner of Cape Colony, it being understood that he does so for the purpose of assisting in the proposed confederatioa of South African Colonies. COERCING TURKEY. ULTIMATUM FROM GREAT POWERS London, 23rd. The Great Powers having come to an understanding, a letter has been written to Turkey in reference to the non-exe-cution of the Berlin Treaty, so far as the same affects- Greece and Montenegro. The Great Powers threaten to open a conference at Berlin in July, failing a settlement. OUTWARD STEAMER. Suez, 22nd. The Orient Company’s steamer Chimborazo arrived here to-day. ■’ ♦—
