CARLYLE TOWN BOARD.

This Town Board held a special meeting on Monday evening last, when all the members were present, excepting Mr Williams, TI to object of the meeting was to determine and take action with respect to the late reserves, placed at the disposal of the Board. A Reserves Committee had been previously appointed, to bring up a report on these reserves. RESERVES COMMITTEE’S REPORT. The following is the report of this Committee, brought up by the Chairman : “ The Committee has to report that it has carefully inspected the whole of the reserves, and reports as follows : “ The various sections to he thus disposed of :—Block 1, 12 sections, in a paddock ; Block 2, nine sections, in sections ; Block 4, twelve sections, in a paddock ; Block 5, twelve sections, in sections ; Block 8, sections 6, 10, 11, together ; Block 9, nine sections, in a paddock ; as also Block 10, containing nine sections ; Blocks 14, 15, and 19, building sites, seven in all ; Block 23, three sections ; Block 24, six sections, in a paddock ; Block 25, one section ; Block 28, eight sections, in a paddock ; Block 29, four sections, in a paddock ; Block 31, three sections ; Blocks 32 and 33, twenty-eight sections in all, in two paddocks ; Block 39, do ; Block 40, twenty' sections, in sections ; Block 43, in two paddocks ; Block 46, in a paddock, and 48 do ; Block 44 is the cricket ground, 45 recreation ground, and 47 hospital reserve. “ Blocks 2 and 5 are occupied and fenced in, but the fences not being, in any case, on the proper linos, their value is inconsiderable. “ Section 8 in block 5 is occupied by Mr Wilson—raupo whare and garden fenced, fence not in proper line. “Section 4, in block 2, is occupied by Mr P. Gray'—raupo whare, and fences not in line. •

“ Sections 2 and 3—raupo whare, fences not in line.

'• Mr Guyatt’s house is on Sussex-street. Mr Guyatt has a considerable portion of blocks 2 and 5 fenced in and otherwise improved, but the fences are not on the proper line. “ Your Committee has therefore to recommend that the two blocks 2 and 5 be put up in separate sections. “ Mr Young’s house is in the middle of Webster-street. “ Your Committee recommend that the cricket ground and the hospital reserve be dealt .vith at once, but that the disposal of the recreation ground be deferred for the present, as it will be necessary to have the same planned out. With that execution the Committee recommend that the whole of the remainder of the reserves be at once disposed of.” On the motion of Mr Taplin, seconded by Mr Southby, the report was received and adopted. After some general dismission the following resolutions were arrived at ; That all paddocks bo leased for a term of ten years. That all paddocks be fenced in with post and rail, or nost and wire, the same to be taken over, at a valuation, at the expiry of the lease or leases. That all sections for building sites be let for a term of 21 years. That all substantially built houses, built on paddocks, be allowed half valuation at the expiry of the lease, if the plans and specifications prior to their erection, were approved of by the Board.

That all sections must be fenced within three years from the date of leases. *' That the present occupiers of buildings on sections, to be let, be offered the same at prices fixed by the Board, and that Messrs Gnyatt, Wright, and Young, be offered one section each at the upset price. That Mr Collins be allowed valuation for his fencing on the surveyed line. That the hospital reserve be let for 14 years, fencing to be at the option of the lessee. That the consideration of tho cricket and athletic ground be delayed till next mo -ting. That the reserves be disposed of by auction, as soon as convenient, and that Mr Cowern be tho auctioneer. That the clerk write to Mr Ilammcrton and Mr Adams, solicitors, asking them at what price they will undertake to execute any leases required by the Board. That all sections from 1 to 9 in Block XL be not less in value than £IOO at the time of erection. That the lessee have no power to sublet all or any portion of their holdings without first obtaining the consent of tho Board That rents he paid half-yearly in advance on completion of lease. That all improvements, at the expiry of the leases, be left upon the property. That advertisements be inserted in the Wanganui Herald , and the Patea Mail, notifying the leasing of the reserves in question, for one month. In a very short space we have thus condensed a meeting that occupied over three hours. The Board then adjourned, till the next monthly meeting.
