CARLYLE TOWN BOARD.

Tin-: Town Bonn! held their usual monthly meeting on Monday evening last, all the members being present. The minutes of the last meeting were rend and coulinued, and the outward correspondence approved of. ronuKsi’oxuKNCi-;. A letter was received from Ids Honor the Superintendent, in reply to a com iiiunteat ion I roin tie.* Board, stating t hat an application for aid could not he entertained, as the* fundsat command had been absorbed. The application for gazetting footpaths would, however, he attended to. If the Board would furnish a specific statement of works needed, the Provincial (Jovernment would be in a bettor position to see how far aid could ho extended. The Board were also informed, that they were e.r- o/firio the Local Board of Health, and consei|nently had powers emil'emal hy the Health Act.

A letter wan also received from Captain Wray. ;is ((Hirer in charge of Confiscated Lands, acknowledging roecipt of conimnnioation from the Board in relerenee to certain reserves. On the part of the Goveninient, lie promised that sections 41 and 42 should lie gazetted as Town Reserves, hnt declined giving np some sections, which wen* to he made over to tin- Harbor Hoard, when in existence. The Hoard was also informed (hat, though Reserves were handed over for them to deal with, they had no power to sell m* iiu>it < i, , ngu them, and that the term of occupation would he twenty-one years. The necessary legislation to this end was promised on the part of Major Atkinson, hnt in Hie meanwhile there would he no objection to tho Hoard taking' possession, Iho Harbor Hoard’s fonnation would also have to wait over till an Act had been passed. A list of sections, thirty-three in all, were given that would he at tho disposal oi the Hoard ; the date, of the letter was March 1-ttli.

Tho clerk reported that, in accordance with the Registration of Electors Act, he had forwarded a list of ratepayers tor enrolment on tho election roll. A ecrtilicatc from Mr G. W. Williams, stating that Mr Dulamore had duly performed his contract, for the construction of footpaths, was handed, in, and payment of the amount, ,£!)3 7s Gd, was sanctioned. Taylor and Whitt, of Wanganui, wrote to say thatthev owned no sections in Patea, and therefore declined to pay a small rate, that had been asked of them. The matter was left in the hands of tho Chairman. The Town Clerk stated that the actual cash in hand at the disposal of the Hoard was £2O Ids, hnt with unpaid rates, and some money due from tho Government, this sum would be swelled to £4B Os 4d. TENDERS FOR LEICESTER STREET Tenders for making- a portion of the footpath in Leicestcr-street were received; from Thomas Delaniorc £lO Os ; D. Hughes, £l3 ; and John Keys, at £2 per chain. Tho latter amounted to £0 IGs, and, being the lowest, was accepted. SANITARY. Sergeant WHiel.-m was oonlirrnod in his appointment, as Inspector of Nuisances, permission having been received from Colonel .Motile that he should act as such. A report from him was also read, in which it was stated that; the parties complained of at the last meeting, had complied with all requirements demanded. RESERVES. A letter -was read from Mr J. Collins, asking for compensation for improvements on sections now to be handed over to the Board. The Chairman said that the Board wore not in a position to deal with the reserves at all, for their limits had not been dolined, and it would bo necessary either to allow them to remain over till tho next monthly meeting-, or to have a special meeting for the purpose. The letter Was allowed to stand over, and after subsequent discussion, it was resolved to have a special meeting, on

Monday next, to deal with the whole question of Reserves. An extension of ten feet on the footpath in Leiccster-strect, was agreed to. Mr Sonthhy asked for information, how it wis that contracts were advertised in the Wanganui and not in the local paper. The Chairman said, that the IJerald was cheaper and a daily paper. Mr ISoiithhy remarked that the Herald had no circulation in this district, as compared with the Mam., and that most people saw the latter. Mr Rhodes—f don’t. Mr Hciithhy —-You might if you likod. Mr Tapiin agreed with Mr Southin' that contracts should be advertised in the local paper. Some turlher discussion took place on the subject, very strong opinions being expressed by some members to the effect (hat personal dilfere'iees should not be allowed to sway members in such matters. The matter then dropped. It was resolved to set aside a section for a rubbish depot, and a hoard was ordered to he painted and fixed up, notifying the site. After some debate, it, was resolved, on the motion of Mr Taplin, to make application for the services of the working party of the Armed Constabulary to make necessary repairs ; and failing to obtain that, the General Government should bo appealed to. The purchase of some lamps was agreed on, and the Board adjourned at about half past lU o’clock till the l«t of May.
