Major-General Devilliers. who recently commanded tlie Second South African Division in Libya, referring to Tobruk, said: tc l have heard it said: Why didn't we hold Tobruk longer? J was a commander a month before the fall and I know then that it was not contemplated that Tobruk should be held if the evacuation of the Gazala line were decided on.
