The Istanbul correspondent oi the Daily Telegraph states that reports from Berlin that Dr. von .Papen, former Ambassador to Austrian will be appointed Ambassador to. Turkey are regarded as an indication that Germany is giving impetus to her policy to political expansion in the Balkans and the Near East, but it is believed that Turkey is too proud of her independence to become the tool of any Power.
