In spite of snow and a temperature of ten degrees below freezing point, two Republican divisions attacked the Nationalist’s stronghold, Vivel del Rio, in order to protect the coal mines at Utrillas, which the insurgents threaten, says the Bilbao correspondent of “The Times.’ 1 ’ The rebels claim the speedy defeat of both divisions and the capture of 100 prisoners, including the commander of the battalion, whose papers are most valuable to the intelligence service. U S A. POLICY IN SPAIN. WASHINGTON, February 16. Sivty prominent men, including the former Secretary of State, Mr H. L. Stimson, and Professor William Dodd, have sent a letter to Congress urging an amendment to the neutrality law to make it inapplicable to Spain on the ground that the present policy is assisting insurrection and prolonging the war.
