September 28The death ha : , occurred of Admiral AVil iain Sims Admiral William Sowden Sims commanded the American Naval forces in European, waters after that country entered the Great War Born at Port Hope, Canada, in 1858, he was educated at the United States A ava l Acadcmv and joined the Navy in 1876. .Between 1897 and 1900 he was successively naval attache at Pari - and St. Petersburg. In 1908-09 he was naval aide! to the President of the United States. From 1913 to 3.915 lie commanded the destroyer flotillas of the American Atlantic Fleet and in 1917 he was appointed president of the Naval War College, a position he resumed after the. War and held until he reached the retiring age in 1922. He was the holder of British, French, Belgian, Italian ai d Japanese decorations.
