From 1913 to 3.915 lie commanded the destroyer flotillas of the American Atlantic Fleet and in 1917 he was appointed president of the Naval War College, a position he resumed after the. War and held until he reached the retiring age in 1922. He was the holder of British, French, Belgian, Italian ai d Japanese decorations.
