TREATY WITH BRITAIN. (Received 11.15 a.m.) United Press Assn.—By Electric Telegi-aph—Copyright. CAIRO, February 13. A rescript Las been issued appointing a delegation of thirteen headed by Nabas Pasha with full powers to negotiate a treaty with Britain. The difficulty over the procedure has been overcome by an undertaking that if negotiations, fail both governments do their utmost to prevent friendly relations being disturbed.
