NEW OVERLORD PROCLAIMED.

In a. striking ceremony General de Bono proclaimed Gougsa Overlord of the Tigre Province. He said the customs of the country would not be disturbed and property would be protected. Dessie horsemen report that between 500 and 700 Italians were cut off by Danakii tribesmen and surrounded in the hill country 15 miles from French Somaliland on the frontier. Tile Italians formed a square with two tanks in the centre. Thev are reported to be short of food and water. IMPOSING SANCTIONS. GENEVA, October 20. Liie Committee of Eighteen discussed the recommendations of the mutual assistance sub-committee including a reduction by the League states of imports from non-Lengiie States proportionately to the latter’s taking advantage of the cessation of League States trade to Italy. Messrs Eden, Sandler and others supported these but the committee decided to drop any reference to non-League States. M. Titulescu urged flic penalisation of Austria ancr Hungary for refusal to participate in the sanctions. The committee .adopted the report, forbidding Austria and Hungary from profiteering as a result of the sanctions. Efforts will be undertaken to offset fht* others' loss af Italian markets by mutual economic and financial assistance. The Sanctions Committee of 52 approved Mr Eden's, firstly, the boycott proposals, secondly, the League members’ embargo on the* exportation of key products to Italy, thirdly, mutual economi e p rotect ion.
