Re-organisation and control of the British herring industry are unanimously recommended, in the first report of the Sea- Fish Commission, of which Sir Andrew Duncan is ch airman. It is proposed that a herring board be set up to create the framework of an organisation within the herring industry. resting upon a system of licensing. Herring fishermen, salesmen, curers, and kipperers would all require to be licensed. The commission advises tlie Government to make a grant of £50,000 to tlie board as a contribution toward the problem of redundancy in herring fleet by the purchase of older boats for scrapping. It recommends a further grant of £125,000 for initial establishment expenses, and to cover administration charges for at least two years for marketing services and other purposes. A publicity campaign to encourage the consumption of herrings both fresh and cured is also suggested.
