Tike reported military preparations of Germany have naturally aroused considerable suspicion among the powers, and France, in particular, is not willing, to subscribe to any disarmament proposals until she is fully satisfied of the guarantees of Germany to keep the petice. Germany’s menacing attitude is causing such concern that it has been well said that in reality it is not Europe that is encircling Germany but German Hitlerism that is isolating Germany from the rest of Europe. This is indeed, the most reassuring factor m a very dangerous European situation, for it suggests that the provocative acts of the Nazis oil almost every frontier will create such a community of interest as will render even an armed Germany incapable of offering war. Even the titanic pre-war Germany did not venture to measure her strength against the world without allies, and when she went to war she had the Maps burg monarchy at her side and later Turkey and Bulgaria. To-day all of the successor States of the monarchy, with Bulgaria, Turkey and Greece into the bargain, are the friends if not the allies of either trance or Italy, and have it in their power to promote a reorganisation of Eastern Europe which will be as favourable to the cause of general European peace and prosperity as it will be unfavourable to a revival of prewar German military ambitions.
