The Daily Telegraph’s Dublin correspondent says that the Free State is deliberately excluding Mr McNeill, the Governor-General, from the State reception of the Papal Legate, though it has been j>ointed out that the Congress is international and non-political. A member of de Valera’s party states that if Mr McNeill is invited the majority of the de Valeraites will leave the building. The Daily Express says the Free State has officially intimated that although it has been cited to appear, it will not be represented before the Privy Council when the petition is heard to-day asking leave to appeal by former members of the Irish Constabulary against the decision of the Free State Supreme Court. This is Ireland’s first direct refusal to recognise the Privy Council as the highest Court of the Empire.
