ACT PASSED IN GERMANY. United Press Assn —By Fllectric Telegraph—Copyright BERLIN, March 18. The Defence of the Republic Act was passed by the Reichstag by 258 votes to 150. The Act is noteworthy because it omits the clause banning the return of the ex-Kaiser. This provision last year failed to obtain a two-thirds majority so it was not embodied in the new Bill. Cabinet is of opinion that it 's strong enough to protect itself against subversive activities.
