CENSORSHIP OF TELEGRAMS ADAIINISTR ATI YE PRECAUTIONS Electric Telegraph—Prees Association AVELLINGTON Last Night. A Supplementary Gazette issued to-night contains a notice authorising the Administrator of AA’estern Samoa to prohibit the transmission or delivery of telegrams in the following cases: (1) Any telegram expressed in code, unless such telegram is accompanied by transcript thereof,, certified as correct to the satisfaction of the Administrator; (2) which in the opinion" of the Administrator contains matter of treasonable, seditious, libelous, or grossly offensive character; (3) which in the opinion of the Administrator is intended or is likely to instigate the commission of any criminal offence; (4) which in the opinion of tjje Administrator is intended to cr may cause any person in any way to prevent or hinder or attempt to prevent or hinder due performance by the Government of New Zealand of its functions and duties in lelation to AA’estern Samoa, or is in the opinion of the Admininstrator in any way calculated to prevent or hinder due administration of the executive government of the territory.
