In reviewing the deliberations of the proceedings at Geneva the Wanganui Herald comments :—“The horrors of modern warfare, with its wonderful though terrible weapons of destruction, have impressed upon tho people at the world the need to abolish war, but the making of speeches by statesmen, the friendly debates at Geneva, and the expression of noble ideals a .re not in themselves sufficient. There must be a complete removal of that fear and suspicion that have for centuries past given rise to sanguinary conflict. Nevertheless, progress is being made by the representatives of tlie nations who are meeting again at Geneva, and probably the outlook in Europe is brighter to-day than it has ever been. The nations know to their sad cost in human life and treasure v.hat any future war will mean. They dread the consequences, and they realise that, the- time to prevent another conflict is now. Various plans are being discussed and proposals rv e being put forward for making binding treaties to bring all disputes under arbitration. That tlie nations will ultimately succeed in their efforts there is every hope, but it must not be expected that such important agreements will be reached in a few hours. Meantime there are people working for mischief in every European country. They belong to tinmilitary class, who glory in war and who hate peace. They are in tho gi eat minority, but they are dangerous because they stop at nothing to foment trouble. They, too, are watching proceedings at Geneva very carefully, and, if they find weaknesses in any agreement arrived at, will endeavour to exploit them to tlioir own advantage. It is to be hoped that the patent efforts of the various representatives will bring ultimate (success and that the world will enter upon the era of permanent peace and disarmament for which the masses in each country pray and wait.”
