ROUMANIAN INTRIGUE
FORMER GENERAL ARRESTED. Electric Telegraph—Prees Association VIENNA, February 16. A former Roumanian general, Rakowica, was arrested on the Roumanian frontier journeying from Paris, allegedly carrying a manifesto from Prince Carol to high-placed officials sympathetic to his'accession.
