The New York “Evening Post’s’’ Paris correspondent has received from Baron Ishii. a copy of the 1911 Anglo-Japanese Alliance. Discussing Article Four, absolving either England or Japan 'from declaring war ill support of each other against a third party with which either has aiii Arbitration Treaty, the correspondent points out that America would be amply protected, if she would ratify the Arbitration Treaty which cxPresident Taft had negotiated with Britain, but whcli the Republican Senate -did not ratify. Baron Ishii stated that Japan in 1911, realising Mint an Alliance with England might he embarasMing, in view of AngloAmerican negotiations, herself suggest'd Article Four, thus voluntarily depriving herself of Britain’s support, in the event, of hostilities between Japan and America. Baron Ishii added: “Japan no more thinks of war with the United Statics today than in 1911. If we were to niak'fl a threat now, Japan would again suggest file inclusion of Article Four.”
