PAPAL POLICY. CATHOLIC RULERS AND ITALY. Lon don, June 2. ' Tl#e correspondent' of “The Times” at Rome states that the Pope lias issued am encyclical which recommends a policy of reconciliation between the spiritual and temporal powers in Italy, and a<sks the Catholic Princes to show their opponents the greatest toleration. It forgives all who distorted the Papal; intentions during the war, and rescinds the prohibition against Catholic rulers visiting the King of Italy. The encyclical emphasises that the permission for visit's by Catholic rulers to Rome is intended primarily as the Papal contribution to the general effort to secure a fraternisation of peoples, which is most desirable, in view of the gravity of the times, but “must not be interpreted as a tacit renunciation of the sacrosanct} rights.” On the' contrary, the Pontiff tabes tliis occasion to renew his predecessor's protests for the purpose of safeguarding the rights and dignities of the Holy See.

The correspondent of “The Times” at Paris reports that “Excelsior” states that the encyclical paves the way for an early visit by M. Deselia/nel. President of France, to Rome.
