INSUPERABLE DIFFICULTIES
FAILURE OF M. KRASSIN’S MISSION.

The foil rowing illuminates the almost i insuperable difficulties surrounding the question of trade with Russia. It appears that the Supreme Economic Council which is meeting in Paris, has not yet agreed as regards the Bolshevik guarantees. It has transpired in this regard that the British were disposed to accept any guarantees offered, also the a-s----st 1 ranees respecting the existence of Russian goods. The French, however, were sceptical and pointed out ihat the Soviet Republic is a ifectera- ( t ion of States, hence, t'hcne is no proof that the goods sent from one State, will not be seized by another in transit. Hitherto- the Bolsheviks have been unable to give guarantees against the chaos prevaluing in Russia moreover the Council wants the assurance that neither ships nor cargoes wdl be seized upon reaching the ports. , M. K rossin's mission has already proved its inability to find trade basis in an exchange system, also it is doubtful whether the groups of Russian States will recognise !M Krassin as mandatory. M. K rassin is only the cultured 1 man of the mission, the others are of an inferior social status. The mission is accompanied bv a score of exfH'rts. who are nol Bolshevists, and mostly officials of the old regime, who are obliged to serve the Bolshevik administration in order to get il living
