Mr Chamberlain criticised the Budget on the ground that it represented an abandonment of the old Liberal policy of retrenchment. He described Mr Lloyd George as an “unchecked initiator of social* reforms.” The Hon. E. Montague replied that the unequal distribution of wealth was indispensable unless it could be shown that the possessors made an adequate contribution to the State’s requirements. He emphasised the fact that capital was growing faster than the taxes. The present administration’s reductions in the debt had saved three million a year in interest.
