FURTHER PARTICULARS OF THE TREATY. (Receaived this day at 7.4 a.m.) Washington, Sept. 6. The two additional articles of the treaty provide for the evacuation of Manchuria within eighteen months. The military railway guards are to be) afterwards limited to 15 pier kilometre. The Saghalien boundary is to be defined by a special commission. Russia acknowledges that she knows she is not to possess in Manchuria territorial advantages, preferential or exclusive concessions, or franchise impairing the sovereignty or incompatibility with the principle of equal opportunity.
