A new scheme for Ccmmjnwealth defence has been submitted to the Defence Minister, based on the modified Swiss system, under which the Australian forces, both army and navy alike, will be chiefly citizen forces. A council of defence will be established to discos? questions cf general policy involving ti.e defence expenditure as a whole.
