Replying to Mr Vile, the Hen. C. H. Mills stated that district valuers bad been cautioned not to accept any boom va’ues, but to do their utmost to cbtahi a fair equitable bed-rock value of land and improvements, so that it may be u*ed either for levying rater upon or for lending Advance- to Settlers’ Office money npor. Sometimes objections r> acb the Deparment on the score that improveme-'t’ are valued too low. and at otber times they art valued too high ; but tbe nature cf the objection depends very largely upon whether the local body levies its rates on the unimproved value only, or on improvements as well, and this is where difficulty arises. The valuers will be again instructed to exercise every care in placing on all improvements tbeir fair value in accordance with the terms of ;h? Act.
