Vague rumours are current in Shanghai that the Japanese have captured Port Arthur. St Petersburg, October 17. Russia is sending six steamers of the volunteerjtleet to Vladivostok. These will be fitted up &• armed cruisers in the event of being required. London, October 17. The Times correspondent in Japan says that the Government rejected the proposals for peace without hearing them. Received 1.15 a.m. Tokio, October 18. Japan shortly raises the import duties. Shanghai, October 18. The Japanese headquarters at Corea are still at Pingyang with outposts on the 1 Yalu. The party in China in favor of peace is •nlv small. Two hundred blue jackets and marines will be seat to strengthen the crews of the Chinese fleet via Canada. Priaoe Kung is strongly urging peace. Received 10.45 a.m. Shanghai, October 19. Reports have reached here that the rumored rebellion in Hong Kong is not correct, and the statement that Li Hung Chang had disgraced his nephew Sing, Governor of Teitsin, is denied. The Japs admit that the storv of the departure of tko expedition from Howshima was bluff. The newspapers express indignation at the exclusion of war correspondents.
