Tn China, Mr J. B. Strong observed in (he course of an address at the School nt Masterton the soldier is regarded as beiner the lowest strata of society. There ic a Chinese proverb which savs that soldier is a bandit. All who read ths* cablegram must know that at the present day. Chinese soldiers are as a rule their best to live up, or down, to this evis reputation.
