DOCTRINE OF ISOLATION. LONDON, June 23. The Daily Express says : “Canada’s decision not to be bound by foreign obligations unless these are ratified by her parliament creates a situation of the greatest importance to the Empire. Locarno will have served one useful purpos if all the Empire Parliaments, including that of Great Britain, follow Canada’s example. The Empire is no longer Britain with a trail of dependencies, but a commonwealth of five powerful Suites headed bv Britain whose great task is to give the lead in creating and maintaining a common policy throughout the Empire. This will never be achieved by embroiling ourselves in Europe’s intrigues and enmities. The Empire should be aloof—sufficient unto itself in strength and endeavour.”
