SIGNOR MUSSOLINI’S PROPOSALS. ROME. May 20. Signor Mussolini’s proposed electoral reforms consist of converting Italy into one large electorate instead of the present divisions. Signor Mussolini hopes to eliminate local questions, but critics consider that few would vote for a huge list of candidates who were mostly unknown to them, which would ultimately result in the Government nominating the majority and the other parties nominating the minorities. FIRST SERIOUS SPLIT. LONDON, May 23. The Daily Mail’s Rome correspondent says that the first serious split in the Fascisti movement has occurred. The split is due to the resignation of a leader of the movement in Naples, Captain Padovani, who objected to the introduction of a Nationalist deputy in the Fascimo. Many loaders and soldiers have also resigned, and Fascist trades unions in the Island of Liri have ceased to operate.
