REFUGE IN AFGHANISTAN. DELHI, A lav 21. It is officially- confirmed that the murderers of Airs Ellis fled to Afghanistan. The Government is taking strong measures for dealing with the tribes concerned in the outrage. Fifteen aeroplanes flew o\er Tirah, compelling the frontier tribes to send representatives to a conference with the Chief Commissioner and the political officers, and to give an undertaking to keep the murder gang out of their territories, and to hand them over if caught , al-o to destroy the settlements which sheltered them. HEAVY PENALTIES INFLICTED. - DELHI, May 24. In connection with the recent outrages the authorities have inflicted heavy penalties on the Afridis occupying the independent territory in the vicinity of Kohat Pass. They imposed a fine of lialf v lakh of rupees and ordered the destruction of the two fortified villages concerned in the l'oulkes murder case anil the expulsion of all the outlaws. They also secured the acceptance of the right of the Government- to widen the road through the pass, to erect telephone and telegraph lines from Peshawur to Kohat, and to locate three armed posts inside the pass. The tribesmen are deeply impressed by the penalties, and perforce accepted them. At Kohat already they have carried out the demolition of the fortified villages under the supervision ot a military column.
