WAR DEBTS

BRITAIN'S SECOND PAYMENT. WASHINGTON, November 13. It is announced that Great Britain will pay the second 50,000.000 dollars’ interest on the war debt to the United States on November 15. This is calculated at the rate of 5 per cent., and therefore an adjustment is expected, since the American Debt Commission was authorised by Congress to refund the Allied debts at tho rate of 4| pel cent. BULGARIA’S DEBT TO AMERICA. WASHINGTON, November 13. Mr A. W. Mellon (Secretary of the Treasury) conferred with the Rumanian Debt Commission, which declared that Rumania was unable to pav the 45.000.000 dollar debt to the United States for four or five years, but every- effort would he made to give the United States debt preference.
