ROME, November 13. The Mussolini Government proposes to create popularly-elected national technical boards. The electors will receive two cards—one to vote for a deputy and one for a representative on the technical board. Parliament will deal with the solution of the general problems. The boards will introduce reforms and improvements in the respective spheres of industry-, commerce, and labour. November 15. The Parliamentary Commission of Inquiry into year expenses has been carrying out its duties in a desultory fashion, and Signor Mussolini has issued a decree demanding a definite report by December 31. He forbids the leakage of the contents of the report before its piesentat-ion to Parliament. Members of the Commission are threatened with a fine of 50,000 lire and a penal prosecution if they divulge the findings. November 16. Signor Mussolini delivered an important policy statement in a crowded Chamber. He declared that Italy’s foreign policy would he neither altruistic nor submissive. Fascist Italy did not want to tear up treaties, and did not intend to abandon her war-time Allies. Nevertheless, she wanted the Allies to institute a severe searching of conscience, which had been neglected since the Armistice. His policy at Lausanne would be to see that Turkey had her due, but no more. He also intended to seek an understanding yvith Russia internally.
