RAND REVOLUTION. CAPETOWN, October 23. Press comment on the Martial law Commission’s report specially draws attention to the stress laid on the Communist intrigues among the natives, and the importance attached by the Third International (to which the South African Communists aro affiliated) to propaganda among the natives, with a view to inciting them against their employers. The report gives copious quotations from inflammatory literature which has been circulated aihong natives. THE FINANCIAL POSITION. CAPETOWN, October 25. The Mi nieter of Finance, in the course of a public address, said that the finances of the Union were as had as they could be, and it looked as if thev were going to be worse. They must recognise the seriousness of the position. The only way to pull through was by reducing the expenditure. RHODESIAN ISOLATION. CAPETOWN, October 25. In a message to Rhodesia in connection with a referendum on the question of union, General Smu lemphasises the advantages of incorporation, and the dangers attendant on a policy of isolation, even for a short period, especially- as the new responsible Government would be without control of the land, minerals, and rail ways, and of the natives. Such a situation would be unique in the history of the Empire. All the valuable assets would remain in the hands of a mighty corporation, which is being relieved of the administration of the country. Rhodesia would render Imperial service by joining hands with the Union.
