ELLINGTON, Mav 6. The Education Department has replied to the Wellington Board’s criticism bv pointing out that the expenditure of the department is no business of the board, and that it is not responsible to it on the specifio question of interest following capital, which the beard flouted, on the ground that the opposite had been the practice for years, and wag allowed by the Audit Department, It is stated that it is the principle of law and accountancy that interest must follow capital; and. moreover, the Act of last session specifically required that interest on rebuilding moneys must be paid into that fund.
