PILFERAGE

LONDON, July 1. The interim report of the Pilferage Committee condemns the custom of issuing bills of lading with goods received for ’ shipment, as it facilitates pilferage. It urges shipowners not to- issue shipped bills of lading until the goods are aboard the steamer. It further states that owing to the lack of support by the London poli :e the scheme for the supervision of cargoes is about to be withdrawn from certain docks chiefly used by lines not controlled in London, but it is understood that the police authorities are considering the extension of a London special dock poiice scheme for the whole river at the cost ot £50,000 annually. The report recommends shipowners to keep in touch with the Department of Overseas Trade and its com mercial secretaries abroad, who have already rendered valuable assistance in connection with pilferage.
