SOUTH AFRICA.
CAPETOWN, April 5. The Government has introduced a Defence Bill, providing for the reconstitution of a permanent force, consisting of artillery, mounted and dismounted regiments, and an air force; also for compulsory registration and training of citizens over W years of age.
