THE SECESSIONIST DEBACLE LONDON, February 13. The Capetown correspondent of The Times, in a striking tribute to General Smuts, says that his marvellous energy, brilliance, and devotion in personally conducting the election campaign were mainly responsible for its success. Never in the history of South African politics has the personality of a single individual counted for so much.
