The cowt, in holding against the defendiants on this point, attributed the lapse ot; time before the action was brought to no fault of the jilaantiff, but to delay on the part of the Public Trust officials, who were originally acting for the widow in dealing with the matter. The judgment commented in very strong terms' this delay on the part of a Government department.
