RE-ARRANGING PORTFOLIOS.
THE UPPER HOUSE. (From Ouh Own Correspondent.) WELLINGTON, March 10. In the further reshuffle of portfolios that must take place at a comparatively early date important departments arc concerned. It seems evident that Mr Massey must himself take the Finance portfolio, and he may also retain Railways. _ Who will be the new Minister of Defence is at present not at all certain. If Mr W. Downie Stewart's health were at all satisfactory he would undoubtedly be offered a portfolio, and he might bo asked to take over that of Defence. It is quite possible, if Mr Bine's election petition does not succeed, that the new Minister will be appointed before the commencement of the session. As is already known, Parliament is to begiven an opportunity of reviewing" the Act providing for an electivo Upper Chamber. Possibly the opportunity will be given during the coming session. The Prime Minister has expressed an opinion to the effect that it may be thought desirablo to provide for a certain number of nominated members.
