PRESIDENT WILSON'S MESSAGE. WASHINGTON, December 2. President Wilson's Message to Congress contains no reference to the Peace. Treaty, which will be discussed in a later Message. President Wilson recommended budget systems of national finance, much on the lines of the British system, and a readjustment of the Customs tariff to make them conform with the fact that the United States is now the greatest capitalist nation in the world. The President denounced the profiteers and " Radical " agitators, who are keeping the country unsettled. The only way to cure real grievances is to remove them. . To.- this end the Message recommends legislation to combat the cost of living, deal with Labour unrest, suppress Radicalism, and facilitate the readjustment of the nation' on "a peace basis.
