QUESTION OF TOTALISATOR - PERMITS. A MINISTERIAL SUGGESTION. CHRISTCHURCH. April 26.. Speaking of the popularity of trotting in the Canterbury district, the Hon. Mr Russell to-day remarked that one could not come to the courses in Christchurch without realising the tremendous hold this branch of sport had upon the people of Canterbury, and no doubt this resulted from the most efficient and honourable conduct which had marked the Canterbury Trotting Clubs throughout their career. The question was being raised whether it was possible to give facilities for an increase of the sport in the North Island. .For example, in Wellington the trotting club had only one day in the year, and there were many important North Island districts which were entirely unrepresented. Mr Russell hardly thought the trotting enthusiasts of the dominion would be prepared to allow this state of affairs to continue. The difficulty was to see a way out. It would be of little use to suggest to those who had racing permits that they should, make a sacrifice in order that an equal number of trotting permits might be issued as compared with galloping. On the other hand, he had grave doubts whether it would be wise to go to Parliament for an extension of the number of permits, but districts wishing to establish trotting might consider it worth while to communicate with the Government, through their members, with a view to securing an increase in the number of permits necessary to equalise the two branches of sport. At present the publio accepted the totalisator as a necessary part of "public life. The obiect of the Administration for years had been to try to prevent grievances on the part of the public, and this was one of the primary causes of the appointment of totalisator experts, who had now been appointed permanently. The question might be asked of candidates at the coming election whether they would assist in raising the number of totalisator permits for trotting to equal those for galloping, as it could not he done without legislation. THE CURTAILMENT OF RACING. LOSSES BY INDIVIDUAL CLUBS. SHOULD THEY BE ASSISTED? CHRISfrCHqRCH, April 26. Some remarks explaining the position which had arisen in connection with the curtailment of racing in 1917 were made by the Hon. . Mi- Russell, Minister ,of Internal Affairs, to-day. Mr Russell said that when the curtailment of racing was made _ in 1917 on account of the war, the question was raised as to the assistance of those clubs which had suffered financial loss by those which had* not. There were two classes of clubs which suffered: Those that were prohibited from holding meetings, and those whose meetings were reduced. The matter was discussed between the two, branches of the sport (represented by Sir G. H. Clifford, president of the Racing Conference) and the Government. The principal question was , whether the clubs that continued their meetings and made a profit should assist those that were unable to pay the interest on their mortgages and to maintain their courses properly. The question how this was to be done was left to the Racing and Trotting Conferences. The Government : made no suggestion. # It too never intended that the clubs which lost profits through the / curtailment of racing should be. assisted, or that there should be a general distribution of profits by clubs that continued their race meetings. The only question was whether the clubs that -were, unable to 'pay their way should be assisted. DUNEDIN JOCKEY CLUB COMMITTEE. At a meeting of the committee of the D J 0. yesterday it was decided to increase the'stakes- for the classic races as -under :- M-Lean Stakes, from £3OO to £500; Dunedxn Guineas, from £4OO to £500; and Champagne Stakes, from £350 to £SOO. NEW ZEALAND TROTTING ASSOCIATION. CHRISTCHURCH, April 22. A meeting of the Board of the New Zealand Trotting Association was held to-night. An application by the Poverty Bay Trotting Club for re-registration was granted. It was agreed to co-operate with the Racing Conference in the matter of refusing employment to apprentices who had left their employers without warning. In regard to the free return of horses by rail from a meeting the Railway Department advised that owing to the enhanced cost, of materials and operating expenses it was impossible to do anything in the way of reducing freights.
