WIDOWS AND ORPHANS.

WELLINGTON, January 21. Cabinet has not yet had an opportunity to deal finally with the treatment of widows and orphans bereaved by the epidemic. The Hon. Mr Russell has already explained tho temporary measures. He says that before a permanent policy is evolved a number of big questions will have to be considered, as tho principle goes far beyond the recent epidemic. Ho is obtaining all necessary reports to assist the Government to reach a Baifs'factory solution of the problem.
