STATEMENT BY SIR JAMES ALLEN. (From Oub Own Cobbespondknt.) WELLINGTON, January 5. Sir James Allen confirmed to-day the statement cabled by the New Zealand war correspondent that General Richardson is coimng out to New Zealand shortly. He is not coming out to supervise demobilisation arrangements here. The Minister considers that these arrangements can be efficiently supervised here without the aid of General Richardson, who is coming out to fill the position of officer in charjre of administration. The appointment of such an officer was reoommended by Lord Kitchener when he was in New Zealand, but the war inter vened before the* Defence Department decided to mako tho appointment. It is a row position. Sir James Allen would i.ot say anything

about the appointment of a new commandant. He would not even say that Gei eral Robin was about' to retire, and he would not say that General Chaytor would be the officer to get the position in the event of General Robin going out. All he said on this point was that General Chaytor was one of the men who would have to -be considered when the appointment was being made.
