Despatches from Vladivostock say that a coup has occurred at Omsk by which Admiral Kokhak was made Dictator at the- instance of the Council of All Russian Ministers.' The coup is directed against the activities of Radical Ministers. Official despatches received by the Russian Embassy say that the Omsk coup is less sensational than at first appeared. The coup was attempted by three officers, -who arrested two members of the All RussianGovernment. To block further outlawry; the Council of Ministers gave General Kolchak supreme authority to take the necessary measures to preserve order. BREST-LITOVSK TREATY. The Bolshevist Government states that Russia has declared the Brest-Litovsk treaty null and void, and has requested the German Government to conclude new peace proposals for all countries in Eastern and Central Europe on the basis of 861-. shevist principles. - - Germany rejected the proposal, and stated that the Brest-Litovsk treaty musb be dealt with at the General Peace Con-: Terence.
