RHODES SCHOLARSHIPS

LONDON, July 21. A Select Committee of tbe House of Lords has passed a Bill to revoke the codicil in Cecil Bhodes's will, providing for scholarships at Oxford for German students. Mr Rhodes believed that there was an understanding between Germany and America that would render war impossible. The preamble of tho Bill states that events having happened showing that the testator's anticipations had not been realised, it is proposed to substitute 12 scholarships within the British Empire.
