CHINESE REBELLION
LONDON, May 11. A message from Tokio states that the Japanese Foreign Office, in outlining its policy towards the Chinese rebellion, states that Japan does not intend to send troops, but hopes to promote a peaceful solution by other means. A number of people were killed in the recent disorders in Shanghai. PEKING, May 13. China has declared a moratorium which applies to banks in China.
